ROT13 Character Cipher

**ROT13**
is a MATLAB library which
is given a string and applies the ROT13 cipher to characters and
the ROT5 cipher to digits.

For example, we have:

**ROT13** is available in

- ch_to_rot13.m, converts a character to its ROT13 encoding;
- s_quote.m quotes a string;
- s_to_rot13.m, applies ROT13/ROT5 ciphers to a string.
- timestamp.m prints the current HMSDMY date as a timestamp;

- rot13_test.m calls all the tests;
- rot13_test_output.txt the output file;
