tortoise_test():

  tortoise() implements a linear programming
  approach to the tortoise tiling problem.

tortoise_lp():
  Define the tortoise puzzle and a set of tiles.
  Set up the linear system A*x=b defining the tiling problem.
  Use sparse storage for the matrix A.
  Write that information to an LP file.
