ge_to_crs_test():
  MATLAB/Octave version 9.8.0.1380330 (R2020a) Update 2.
  ge_to_crs() converts a matrix from GE to CRS format.

ge_to_crs_risk
  Read a file defining the RISK matrix in GE format.
  Use r8ge_to_r8crs() to convert it to CRS format.
  Write files defining the RISK matrix in CRS format.

  Reading GE data file:
    risk_ge.txt

  Creating CRS data files:
    risk_row.txt
    risk_col.txt
    risk_val.txt

ge_to_crs_test():
